Moorhead Police Propose Paraphernalia Ordinance

It's something that police say has been plaguing the Red River Valley and the surrounding area. Smoke shops have been a notorious source to buy pipes and other paraphernalia that is supposedly used for tobacco use, but police are finding the use of these items for drugs is a growing problem. Moorhead Police Chief, David Ebinger says, "Other law enforcement officials and investigators have indicated to us that it is a problem in their community, and its coming from ours." North Dakota state law says it is illegal to possess or sell drug paraphernalia. Minnesota also has laws, but people are starting to think they aren't strict enough. That's why the police department in Moorhead is proposing an ordinance that would make paraphernalia possession and sale illegal. David Ebinger says, "Minnesota statute does not do a clear job of defining drug paraphernalia." Businesses that could be affected by the proposed ordinance got a letter advising them that it is on the city council agenda, and businesses aren't happy.

All clearance sales are final, no exceptions. We are not responsible for manufacturer defects or warranties.
  7. Shoes may not be returned if they are scuffed, washed, marked, ripped, torn, worn, or damaged. All shoes must be returned or exchanged in new condition within 15 days. If we can not exchange it for the same or different shoe you will receive in store credit, unless there is a price difference in exchanging for a different shoe. All clearance sales are final. We are not responsible for manufacturer defects or warranties.
  8. All skateboards and related products are non-returnable.
    Any warranties by the manufacturer must be presented to the manufacturer directly.
  9. All body jewlry is non-returnable.
  10. Once opened, all makeup, hair dye, and hair bleach products are non-returnable.
  11. Once opened new CD's are non-returnable.
  12. Used CD's may be returned in 15 days for in store credit except if the CD has been damaged or was on clearance.
  13. All smoking products are non-returnable, no exceptions.
